The internet and the various dictionaries of the systematized content commons are leveraged in a (socio-technical) engineering approach that is briefly explained at Model-based engineering in a ICT-reliant work system context, and assumes a multi-level social architecture.

The social architecture's implications on fair and low-hurdle access to knowledge resources could be expressed in a code of conduct for development practitioners, in both public and private sector.

Such a code of conduct is the object of the Convention on Knowledge Commons.
