Actors Health Tanzania


The case of Actor Atlas use is related to including Health Tanzania stakeholders and initiatives in the Tanzania pages of the Actor Atlas.

Updating the Atlas with Actors involved in an initiative

The strategic plan (Scribd copy) is included in Tanzania's initiative book (http://www.actor-atlas.info/initiative-book:tanzania ) with several details (http://www.actor-atlas.info/initiative:tz-health-sector-strat-plan-iii (initiative page)), including in particular references to the actors involved.

If an (institutional) actor is not yet in the Tanzania actor map ( http://www.actor-atlas.info/country-map:tanzania ), then an actor page must be created for it first (by a wikiworx.info e-volunteer, using the button: Add a new national-actor:page, providing a name starting with TZ-) , and next a reference from the initiative page to the newly created actor's page must be created.

The actors such as patient, doctor, nurse, hospital, pharmacy are to be listed in the sector map: Q - Human health and social work activities. This sector map pattern is now (partially) completed for global use. In a nationally owned atlas, the various sections can be completed in accordance with the local situation and plans.

Including statutes and agreements in the Statute Book

In the strategic plan, reference is made to several agreements that have been adopted in the Tanzanian health sector.

One of these agreements is the Health Service Agreement which enacts the public-private partnerships for health care delivery.

This agreement is included in the Tanzania statute book (http://www.actor-atlas.info/statute-book:tanzania ), by creating a statute page for it: http://www.actor-atlas.info/statute:tz-health-service-agreement.

Further use

The details on statutes and activities that are included in the actor atlas, and in the Human health and social work activities sector map of a nationally owned Actor Atlas may be supported by content of other dictionaries, for instance definitions of concepts in the Entity Dictionary, interactions in the Interaction Dictionary, indicators in the Indicator Dictionary, constraints in the Constraint Dictionary and initiatives in the Initiative books respectively, where the Single Version of the Truth (SVOT) is pursued.

To support transparent and SVOT communications with all stakeholders of a sector it may be appropriate to create a separate wiki for the strategic plan in which the items included in the Initiative Node (wiki) pattern are further elaborated (referring where possible to atlasses and dictionaries). Such wiki could be created by cloning the content aggregation pattern, and by including links to the relevant pages in dictionaries and atlasses.

As explained in Initiative Atlas (explanation) , it is then recommended to separate baseline descriptions and blueprint descriptions in such a way that they can also be reused in other initiatives (relevant wiki patterns are included in the explanation of the initiative atlas).

Local Implementation

In the case of the strategic plan owned by the Tanzanian Ministry of Health and Social Welfare, the local governments will each have their own implementation actions under the umbrella of the five year strategic plan. Each of these local governments could thus create its own baseline, blueprint and initiative nodes (wikis) referencing the national Actor Atlas, and detailing the local situation for the various sectors using the sector map pattern.

In these "wikis for implementation support," the locally used languages (Swahili, Arabic, Bemba, Kamba, Luo, Masai, Nyamwezi, Sukuma, Yao, …) could be used as well, alongside the English used in the strategic plan.

(Tentative) conclusion: a web of wikis at work!

Aligned wikis that comply to the baseline, blueprint and initiative patterns and reference knowledge commons in wikiworx dictionaries and atlasses have a strong potential to improve development communications and effectiveness, in dialogues involving all the stakeholders, smallholders in particular.
